CMS Releases New Draft Version of MDS 3.0 

Highlights of the Draft Version dated 7/31/2006                                                                                            More consistency in look back periods

Specific interview questions, scales, and resident response coding to assess cognitive functions, mood, preferences for customary routine and activities - Separate items for staff assessment

Impact on resident assessed with behavior problems

Management and effect on function included in pain section 

Report on the Progress of MDS 3.0 from CMS                                                                                           Phases 4 and 5 of the MDS 3.0 development process are now underway, the Nursing Home National Onsite Validation Testing and the Final Revisions.

The MDS 3.0 draft version is being evaluated onsite in a sample of facilities in eight states: New Jersey, Pennsylvania, Georgia, North Carolina, California, Illinois, California, and Texas.

The final report and recommendations from the research team is expected by December 2007.

 CMS States Reasons for MDS 3.0 Revision are to:

Make the MDS more clinically relevant

Improve ease of use and efficiency

Improve accuracy

Integrate selected standard scales

Elicit resident input by interview questions

Dave 2 Results

CMS released in September the results of the DAVE 2 study for the last 5 months. Overall, facilities performed very well for MDS coding accuracy, the average error rate being 4%. Reviewers stated that the items with the most discrepancies were: Section G, Support – not basing on the RAI manual, confusing with therapy terminology

Discharge Tracking Form – confusing with facility’s bed hold policy, not basing on RAI manual

DAVE 2’s purpose is to measure and improve MDS accuracy. The information collected will be used to develop tip sheets and training for long term care staff members.

Nine Day Medicare Payment Hold in September 2006                                                   As part of the Deficit Reduction Act of 2005, a brief hold will be placed on Medicare payments for all claims e.g., initial claims, adjustment claims and Medicare Secondary Payer (MSP) claims for the last nine days of the fiscal year September 22 - September 30, 2006, therefore, no payments on claims will be made during this time period.
